歷史背景

        興建水圳綠道 （ 嘉南大圳 ） 以前，嘉南平原為一個面積廣大，但土地缺水、含鹽量高之土地，於當時不適合進行耕種。日治時期因應糧食增加需求，總督府擬定 「 官佃溪埤圳計畫 」 ，計畫在曾文溪上游官佃溪築壩，灌溉嘉南平原約十萬甲的土地；後再擬定 「 濁水溪直接引水計畫 」 ，引用濁水溪水源灌溉雲林平原約五萬甲土地，兩計畫內容即為嘉南大圳主體，合計灌溉約十五萬甲土地。1919年 「 公共埤圳官佃溪埤圳組合 」 成立，由八田與一技師負責設計及工程事宜。1920 年嘉南大圳開始興建，至 1930 年才全部完工通水，迄今已有百年歷史，故亦稱之百年大圳。大圳通水啟用後，嘉南平原從此沃野千里，對臺灣農業發展貢獻極大，灌溉 15 萬公頃的農田，大幅增加嘉南平原優質水田 30 倍，稻米產量增加 4 倍。目前嘉南大圳與烏山頭水庫已由臺南市（前台南縣）政府經府文資第 0980238254A 號依據文化資產保存法第 53 條公告登錄為文化景觀。
