路線緣起

政府基於國土整體發展，加強對國土的保護，生態維護及落實生物多樣化，近年更致力於綠帶、藍帶生態廊道的保存復育，期能系統化的結合景觀、生態、人文，推動非動力的線型空間－綠道，引領國人從事健康、環保之休閒活動，透過穿梭其間，領略文史、自然風情之美，從而發思古之幽情，懂得珍視先人的付出，真正愛惜這片土地。

農業部農田水利署依據國家發展委員會規劃推動之「國家綠道」，以農業命脈－水圳為主體，規劃施作「水圳綠道」。「水圳綠道」全線 88 公里，北起雲林管理處農田水利文物館，南至嘉南管理處分歧工作站，範圍包括嘉南大圳、濁幹線及北幹線，橫跨雲林縣、嘉義縣及臺南市。順著水圳，行經農業大縣－雲林縣、臺灣穀倉－嘉南平原，這一片莫約 15 萬公頃的土地，同時也是臺灣開發最早的地區，人文薈萃。「水圳綠道」串聯了沿線地景地貌、人文風采、歷史遺跡，例如新港奉天宮、白河林初埤木棉花道、烏山頭水庫，八田與一紀念館等等均為著名景點，還有多處水利建構物，得以一窺引水灌溉之困難艱辛，不僅為休憩觀光效益加成，無形中也達到寓教於樂之目的。無動力式的路徑規劃，除了僅靠步行或騎自行車的慢遊成就了漫遊情致，更符合無空污、減碳、環保的普世價值。

110 年 5 月，完成規劃的「水圳綠道」終於發包，並於 6 月開工，歷時半年完工，為了彰顯「水圳綠道」的價值，配合專屬網站建構完成，於111年度結合植樹節辦理水圳綠道啟用典禮暨植樹活動，推廣「水圳綠道」，宣示政府在國土保安及帶領民眾健康休閒旅遊多樣化之用心。

水圳綠道沿嘉南大圳堤岸闢建，主體工程完工後，持續配合圳路改善工程，新設與優化休憩區及共線段盤點，檢討繞行路線改為新設專用道，新設專用道合計長度 7.15 公里。其次進行騎乘路線整理串接，由臺南市官田區向南延伸至臺南市新市區以銜接山海圳綠道，水圳綠道總長度可合計為 105 公里。
